MFSA Amends the Financial Institutions Rulebook

On the 20th November 2025, the Malta Financial Services Authority (MFSA) published a revised version of chapter 3 of the Financial Institutions Rules (FIR/03).

The key changes relate to the following:

  • Rules for Account Information Service Providers (AISPs’) – The updated Rulebook brings AISPs into scope and clarifies which rules should apply to such institutions, bolstering legal certainty and supervisory clarity and ensuring that AISPs operate in line with harmonised standards.
  • Rules to Enhance Supervisory Expectations – The Rules have been revised to enhance supervision and address recurring issues identified through supervisory engagements.
  • Rules on Reporting Requirements – The updated Rules relating to reporting requirements require the submission of an organisational structure chart on an annual basis as part of the reporting requirements.

The updated Rulebook becomes applicable upon publication. As such, operators should note that the next FI Return submission should be effected using the latest version in-line with the guidelines and applicable rules published by the MFSA.
